Position Summary

Performs highly advanced (senior level) budget preparation and analysis work for agency operations.  Work involves coordinating budgetary activities, reviewing, and analyzing operating budgets, regular budget monitoring, regular reporting, and providing technical advice and assistance on budgetary matters.  Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

  • Coordinates and oversees the preparation of budget and management reports.
  • Leads the facilitation of fiscal notes activities during legislative session; Provides training and support to both internal and external stakeholders.
  • Provides management with expenditure data detail, trends, and ongoing recommendations; Monitors expenditure trends, operating revenue trends, and makes recommendations in compliance with procedures, statutes, and regulations.
  • Establishes work methods and priorities and determines methodologies and techniques for performing data evaluations.
  • Gathers and organizes data from various internal and external sources; communicates intelligence on the data collected using policy analysis, statistical analysis, and financial analysis; Informs management of findings and explains operational impacts.
  • Assists with both internal and external reporting requirements, including quarterly Board financials, monthly financials, the annual Board-approved operating budget, reporting to the Legislative Budget Board (such as LAR and Operating Budget), and various other Agency reporting priorities.
  • Assists in developing and maintaining procedures for budget monitoring and financial reporting. Evaluates and implements financial process automation opportunities.
  • Performs related work as assigned. 

Education

  • Graduation from an accredited four-year college or university with major course work in accounting, finance, business, public administration, or a related field.
  • Additional work-related experience may substitute for education on a year-for-year basis (High school diploma required)

Experience and Training Required

  • Minimum of five (5) years of experience in at least one of the following roles:
    • Business Analyst
    • Financial Analyst
    • Budget Analyst
    • Minimum of three (3) years of experience in state government budget preparation and analysis. 

Experience and Training Preferred

  • Experience with the Legislative Budget Board’s ABEST and Fiscal Notes system.
  • Experience facilitating deliverables during State of Texas legislative sessions.
  • Experience with CAPPS Financials

Knowledge, Skills, and Abilities

  • Knowledge of accounting, budgetary, and management principles, practices, and procedures
  • Knowledge of forecasting methodologies
  • Knowledge of automated accounting, budgeting, and forecasting programs; and of performance measurement and reporting
  • Ability to analyze fiscal management information to determine appropriate use of funds
  • Ability to perform statistical analyses
  • Ability to identify and develop budgetary reports and schedules
  • Ability to accurately and efficiently work with large data sets
  • Ability to identify and implement process improvement and automation opportunities
  • Ability to analyze management problems and develop and present solutions, to communicate effectively, and to supervise the work of others
  • Ability to work a flexible schedule, including remote work, to meet required deadlines
  • Ability to work under pressure and exacting schedules to complete assigned tasks

Computer Skills

  • Advanced Microsoft Excel skills necessary to perform work assignments, including complex data analysis.
  • Intermediate Microsoft Office skills, including Power Point and Word.
  • Familiarity with remote meeting applications (Microsoft Teams, Webex, etc.).
  • CAPPS, LBB ABEST, Business Objects, USAS experience preferred
