The requirement

Who must train, and on what

House Bill 150 (89R) moved cybersecurity training certification from the Department of Information Resources to Texas Cyber Command and recodified it in Chapter 2063 of the Government Code. TXCC certifies these programs in consultation with the Texas Cybersecurity Council.

Officials and employees (§2063.103). Each elected or appointed official and employee of a governmental entity who has access to the entity's information resources or information resources technologies must complete a certified program annually. A governing body may deny access to those resources to anyone who does not comply.

State contractors (§2063.104). A state agency must require any contractor with access to a state computer system or database — including its subcontractors, officers, and employees — to complete a certified program during the contract term and any renewal. The contractor verifies completion to the agency, and the agency reports it to the Command by August 31 each year.

How state agencies buy. State agencies remain bound by state procurement regulations and must select a program offered through DIR's cooperative contracts. An agency that wants to procure a listed program another way must request an exemption.

Certified for content only. TXCC certifies these programs against the content criteria in §2063.102. Certification does not address any other regulatory or statutory obligation, and it is not an endorsement of a provider. New for FY26–27, certified programs must also cover common business email compromise patterns and, under §572.070 and §2063.102, foreign adversary awareness and reporting.
