Telework Plan
Texas Government Code Section 658.010 defines “telework” as a work arrangement that allows an employee of a state agency to conduct on a regular basis, all or some agency business at a place other than the employee’s regular or assigned temporary place of employment, during all or a portion of the state employee’s established work hours.
Texas Cyber Command employees, during normal office hours, will conduct agency business only at the employee’s regular or assigned temporary place of employment unless the employee is traveling or has received authorization to telework.
The Chief may enter into a written agreement with an employee authorizing telework to address a lack of available office space or provide reasonable flexibility that enhances the agency’s ability to achieve its mission.
The agency telework policy is in writing and states the reasons that telework can be authorized.
The employee’s telework agreement can be revoked at any time, for any reason and without notice. An employee’s telework agreement must be renewed annually.
Employees who telework are subject to the same rules and disciplinary actions as any other agency employee.
The policy
- Includes written criteria that is used to evaluate the ability of an employee to satisfactorily perform their job duties while teleworking.
- Specifies performance standards that ensure a teleworking employee maintains satisfactory performance.
- Provides a system to monitor the productivity of teleworking employees to ensure the employee’s work remains satisfactory and that their duties remain suitable for telework.
- Requires employees who are approved to telework to report to their regularly or assigned temporary place of employment or other authorized location for meetings, special events and engagements that require in-person interaction.
- Requires appropriate physical and information security controls at teleworking sites.
- Specifies that an employee may not conduct in-person business at the employee’s personal residence.
