About the pilot
Project Watershed 250 is a cybersecurity pilot that connects Texas water and wastewater utilities with cyber defense resources at no cost. Launched in San Antonio on August 31, 2026, the effort pairs federal and private-sector capabilities with state and local expertise to protect the water systems that millions of Texans depend on.
The pilot uses Texas as a testing ground to find vulnerabilities in water systems and help utilities address them, drawing on private-sector cybersecurity and artificial intelligence tools. Many utilities, particularly rural providers, have limited cybersecurity staff, funding, and technical expertise. Project Watershed 250 helps close that gap and fortify Texas water systems against hostile foreign adversaries.
A joint federal, state, and private-sector effort
Project Watershed 250 is a joint project of the White House Office of the National Cyber Director, the Office of the Governor of Texas, the Texas Cyber Command, and private-sector partners. The Environmental Protection Agency and the Cybersecurity and Infrastructure Security Agency also serve as federal partners.
Through the pilot, participating Texas water and wastewater utilities can receive cyber assessments, remediation assistance, and access to advanced defensive tools at no cost. The pilot is intended to run as a focused engagement and to serve as a model that can be extended to protect water providers beyond Texas and to other critical infrastructure entities.
